SCALE action plan introduced in 2027, driving SME growth

PETALING JAYA, – The Ministry of Entrepreneurship and Cooperative Development (KUSKOP) will introduce a SCALE action plan starting in 2027 to support and drive the growth of Small and Medium Enterprises (SMEs) to a more sustainable level.

Its minister, Steven Sim said, the action plan acts as a complement to the ABCD Strategy which focuses on shifting productivity, simplifying bureaucracy, as well as expanding access to capital and market access.

According to him, SCALE includes five strategic focuses which are the redefinition of SMEs, cash flow protection, artificial intelligence (AI) empowerment, determination of local content requirements and facilitation of access to financing.

“The redefinition of SMEs should be implemented considering that the current definition that has been used since 2013 needs to be adjusted according to the changing business landscape today, especially in the era of digital and AI technology boom.

“The strategic framework in 2026 is ABCD, because it is an immediate solution to the main difficulties faced, namely productivity issues, access to capital, market problems, as well as bureaucracy. That is ABCD’s strategy to deal with these urgent difficulties,” he said.
